As a partner in the public law section of the firm’s Austin office, Phillip focuses his practice on helping clients maximize their commercial opportunities through the legislative and regulatory process. His experience includes lobbying, regulatory and legislative negotiations, cogeneration development, contract negotiations, and administrative and general litigation. Phillip has been a lead negotiator/litigator on numerous regulatory matters that affect electricity service and rates for large industrial power consumers, and he has been responsible for various administrative and general litigation matters, including appeals before the US Court of Appeals for the Fifth Circuit.
