Lisa's practice focuses on regulation of the electric and natural gas industries under the Federal Power Act, the Natural Gas Act, the Natural Gas Policy Act, the Public Utility Holding Company Act of 2005 and the Public Utility Regulatory Policies Act of 1978, as applicable to each of those industries. Her practice includes the representation of interstate natural gas pipeline companies in rate cases, arbitrations, court proceedings, certificate and enforcement proceedings, and tariff filings. She has worked on a variety of energy issues, providing regulatory advice concerning the transfer of FPA-jurisdictional facilities as a result of sales and mergers, non-conforming gas transportation agreements, the construction of natural gas storage facilities, the spin-down and the abandonment of a pipeline, and the licensing of qualifying facilities. Lisa has also advised clients on matters of jurisdictional status for pipelines and storage facilities and the resulting application of federal or state regulatory schemes.
Prior to joining Andrews Kurth, Lisa advised clients on matters concerning energy law, international trade, and the Foreign Corrupt Practices Act. She worked on regulatory issues concerning regional transmission organizations and electric utilities. Lisa also represented clients involved in antidumping proceedings, customs compliance, and disclosures.
