John advises clients on litigation and contested environmental regulatory matters, enforcement under all environmental media before the US Environmental Protection Agency, other federal agencies, and the Texas Commission on Environmental Quality, emergency response and remedial matters, and environmental issues arising in real estate and securities transactions. Representative industries John counsels on all aspects of environmental compliance are wind and other alternative energy projects, steel mills, brass foundries, petroleum product terminals and pipelines, complex remediation projects (including the Portland OR Harbor Superfund Site), corrective action projects, superfund cost recovery projects, hazardous and solid waste management facilities, brownfields redevelopment, metals recycling, oil and gas exploration and production, small petroleum refineries and electric power generation.

John’s Superfund practice includes work on all aspects of simple and complex Superfund sites, including the negotiation and resolution of natural resource damages claims among state, Federal, and Native American trustees - he currently is engaged in one of the largest wide-area sediment contamination Superfund sites in the country, which is located in the Pacific Northwest.

Before joining Andrews Kurth, between 1986 and 1996 John served as the hazardous waste expert with the U.S. Environmental Protection Agency Headquarters criminal enforcement program and as senior attorney in the Superfund Division of the Dallas Regional Environmental Protection Agency Office, where he continued his involvement with the criminal enforcement program on a part-time basis, and where he was involved extensively in criminal and civil judicial and administrative litigation.
