Gene practices in the public law area. He is experienced in various state and local government subjects, including constitutional issues, public-private ventures, elections, redistricting, affirmative action, tort actions, public contracting, sports venue projects and franchise agreements. He has handled major litigation involving these and other public law issues while advising and assisting governmental clients. He has represented both government and corporate clients in various public law matters and other legal issues. Gene serves as general counsel to the Harris County - Houston Sports Authority and special counsel to the Port Commission of the Port of Houston and the Metropolitan Transit Authority. He is the former City Attorney for the City of Houston.
